If you are looking for an inexpensive, quick, and decent hair-cut, this salon is the place to go.
Do not expect a perfect "celebrity-style" hair, you are paying the bare minimum for a haircut. However, Edwin and the other workers do an amazing job so the price is well worth it.
The wait times do vary, so its hard to really predict when its best to go there. Id call ahead to ask if it is busy or not.
Been going there for 3 years now, was never disappointed with their service even though I do not speak Chinese myself.
